GIZ International Services (IS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
GIZ IS is planning to submit a proposal for an EU funded project in the health sector in the Republic of South Sudan: Better Health for South Sudan (BHESS).

The overall objective of the programme is to improve the health status of the population of South Sudan, particularly the poor.

In order to achieve this objective, the specific objectives are:

- To Increase access and utilization of basic health care of improved quality

- To produce skilled human resources and to develop management capacity within the public health sector.

Duties
The Team Leader will be in charge of the organisation, allover coordination of the activities and performance of the project. He will provide TA to the relevant administration to deliver results, advise and support all responsible persons. The TL will develop a HRH Master Plan beside other tasks. Moreover, providing EU policy experience is helpful.
The specific tasks are to be defined.

Qualifications and skills
- At least Master degree in Human Resources Management, Public Health or Public Administration, or Economics or related relevant field for this assignment.
- Excellent English drafting skills and Fluency
- Strong analytical skills
- Proven ability to develop and maintain good professional relations with stakeholders, particularly counterparts and staff members

General professional experience
- Minimum 8, but preferably 12 years of post graduate professional experience in Human Resource Management and public administration
- Previous experience in design/development and revision of health specialities and training curriculums
- Working experience with donors and institutions
- Previous working experience in appraisals and/or evaluation of Human resources.

Specific professional experience
- Previous working experience in a fragile country in Central East Africa.
- Human resources policy and HRH Master Plan development experience.
- Working experience as Team Leader in 1 -3 donor funded projects.

Duration
The estimated start will be May 2012 for about three years.
