SUMMARY OF POSITION

IREX seeks applicants for the position of senior operations officer, new business and project finance to assist in the management and expansion of IREX's media development division portfolio. Working with divisional leadership and new business personnel, the senior operations officer, new business and project finance maintains divisional project finance tools, provides oversight and guidance to project staff in finance and new business matters, and coordinates and undertakes other implementation roles in new business efforts. The position will be based at IREX headquarters in Washington.


Duties and Responsibilities

· Assist divisional leadership and senior media advisor with updating and implementation of divisional new business strategy;
· Serve as lead in preparing cost proposals and as coordinator of proposal teams;
· Ensure coordination of new business strategy and efforts with other organizational/divisional new business staff and IREX Europe staff;
· Manage divisional new business resources; advise and train project staff on new business best practices;
· Prepare monthly, quarterly, annual, and final project financial reports and obtain CFO approval as necessary;
· Review and approve divisional payment requests; supervise project staff review and approval of field office expense reports; execute expense reclassifications; establish new projects in financial systems;
· Serve as division liaison with the Finance Division; oversee internal budget input, facilitation of audits, etc, and coordinate gathering of information and divisional response to requests from the Finance Division; work with Finance Division staff to solve project finance challenges;
· Advise and train project staff on project finance best practices, chart of accounts, cost share monitoring, new business budgeting, workplan budgeting, etc.;
· Advise divisional leadership on project and divisional financial performance and assist with divisional budget management;
· Contribute to the development of improved organizational finance and new business processes;
· Review proposal budgets prepared by others; review budgets developed for project modification;
· Other duties as assigned.


Qualifications

· Four or more years of experience in the field of international development, with varied experience in project management, project finance, and/or new business;
· Experience preparing cost proposals and developing work plan/activity budgets required;
· Working knowledge of U.S. Government (USAID, DOS) regulations applicable to international development projects;
· Ability to lead teams composed of staff of diverse seniority and cultures; ability to work collaboratively with both finance and program staff;
· Experience training staff in new business and/or project finance topics;
· Excellent verbal and written communications skills with demonstrated ability to interact with culturally and linguistically diverse individuals;
· Expertise in MS Excel, proficiency in other MS Office tools required; experience with Deltek accounting system desirable;
· Experience with A-133 audits desirable;
· BA/BS degree from accredited institution required.
