Position Title: Refugee Settlement Project Officer

Country and Project Site: West Nile South Sudanese Settlement Camps, Uganda
About Us:
ChildVoice ( CV) is an international relief and development organization whose mission is to restore the voices of children silenced by war through awareness and advocacy, sponsored research, and sustainable interventions. Active in northern Uganda since 2006 and South Sudan since 2013 , CV has operated a center-based program for highly vulnerable and traumatized child mothers and their children, providing an array of wraparound services, including spiritual and psychosocial counseling, catch up education, life skill training, livelihood and vocational training, early childhood development programs, and follow up support after they return home. Over 90 percent of the beneficiaries have been successfully reintegrated with their families and communities.
About the Child Mother Project:
CV, with support from the Office of the Prime Minister in Uganda, is implementing a multi-sectoral pilot program for refugee girls and their children in Imvepi Settlement with the potential to expand to other settlements as funding permits. Child Mother Centers and Clubs will be established in the settlement(s) to provide an array of psychosocial and livelihood related services for vulnerable and traumatized adolescent girls and their children. Overall project objectives are to direct and equip these at-risk girls toward a life of self-empowerment within a refugee environment.
Job Summary: The Project Officer will lead a professional team to implement and coordinate CV’s programs in the targeted settlement(s) to insure an efficient, effective, and sustainable implementation of the various program elements. He or she must have the ability to forge strong partnerships with government entities, other NGOs and stakeholders to facilitate the operation’s objectives.
Principle Duties and Responsibilities:
-Oversee the implementation and management of all program related activities.
-Coordinate the design, implementation and evaluation of child mother program activities with implementing and operational partners.
-Manage the construction and maintenance of the administration center and staff housing within the OPM compound in the settlement(s).
-Manage the construction and maintenance of the Child Mother Centers throughout the settlement(s).
-Offer technical guidance and support to all partners who are providing support to the project.
-Ensure that CV’s child protection policies are incorporated and maintained throughout all program elements.
-Coordinate with the CV Team and Intern Coordinator and the Uganda Head of Office for visits to the project sites.
-Coordinate with the CV Monitoring and Evaluation Officer to assist with the development of data collection instruments, collection of data, and the analysis and dissemination of results.
-Prepare monthly reports on activities and submit to the Uganda Head of Office and the CV Director of
-Coordinate with the Lukome Center Program Officer to recruit students for upcoming classes and to assist with the placement and follow up support for graduating students who are returning to the settlement(s).
-Establish and maintain village savings and loan groups within all the -Child Mother Clubs.
-Establish and maintain agreed upon livelihood training programs for all the Child Mother Centers.
-Establish and maintain trauma healing programs for all the Child Mother Clubs.
-Maintain current knowledge of political, social, economic and cultural developments that have an impact on CV’s areas of interest and provide advice to senior management.
-Perform any other duties as assigned by the Uganda Head of Office and CV Director of Programs.
Required Competencies:
-The ideal candidate for the ChildVoice Project Officer vacancy must hold a University degree in Development Studies, Gender Studies, Psychology, Social Work, or other related discipline;
-At least five years of professional experience, two of which should have been at managerial level preferably in emergency and/or development context;
-Prior experience or familiarity with internally displaced persons and refugees, trauma interventions, and reintegration of beneficiaries to their homes of origin;
-Experience in program design, development and implementation;
-Ability to maintain client/organization confidentiality;
-Excellent interpersonal skills and respect for people of different ethnicity and tribal affiliation; Ability to work in a multicultural context as a flexible and respectful team player;
-Previous experience in managing a team;
-Excellent analysis and reporting, communication and organization skills;
-Respect for organizational policies and procedures;
-Highly ethical and transparent decision-making;
-Ability to work with minimal supervision and under pressure;
-Good spoken and written English. Fluency in Arabic, Acholi, Aringa, and other local languages useful.
-Strong computer skills with Microsoft Office applications.
