Position Summary
The Program Officer will assist with managing program aspects for Latin America to include program design through implementation, monitoring and evaluation, financial management, fundraising, advocacy, outreach, administration, and backstopping field projects. The Program Officer will report to the Director for Latin America programs.

Minimum Qualifications

Bachelor’s degree in political science, international relations, or related field; Master’s degree preferred
Minimum 4 – 6 years of directly related experience
Strong ability to communicate effectively in English and Spanish, both verbally and in writing
Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
Strong knowledge of Latin American affairs with a focus on one or more of the following areas: the Inter-American system, human rights law, freedom of expression, electoral politics, civil society and civic engagement
Demonstrable editing, writing, and research skills
Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
Strong ability to apply interpersonal skills, and successfully work in a multicultural environment
Ability to work independently with minimal supervision and to meet all goals and deadlines
Ability to ask questions, learn, and successfully work under pressure in a fast paced environment
Experience living and/or working in Latin America strongly preferred

Some Duties and Responsibilities

Provide program management support, including draft proposals and reports, track progress on implementation through monitoring and evaluation, process payments, report on financial transactions, liaise with external partners and support fundraising
Provide backstopping support on program administration and logistics and maintain regular communication in Spanish and English via Skype, e-mail and phone with field staff, consultants and local partners
Coordinate financial management, including processing and scheduling payments and reconciliations, drafting budgets and monitoring expenditures
Contribute to the design and drafting of proposals, draft donor and other programmatic reports and monitor implementation and evaluation of programs
Help identify potential partners; assist with the project’s strategic planning, provide support in adapting the program to the realities on the ground
Liaise with external partners and consultants and assist with drafting letters of agreement and contracts for international and local partners
With supervision, liaise with donors and ensure project compliance with donor regulations and in-house procedures
Track country and regional developments, provide analysis and help draft freedom alerts, press releases, briefings and other written products and publications for Freedom House advocacy efforts
Coordinate travel and other arrangements for international staff visits and meetings in DC and abroad, including organizing events related to Freedom House programs
Translate documents from Spanish to English and vice-versa
Assist with administrative and logistical preparation for events
Other related duties as assigned.
