Description

The Government of Moldova, in partnership with NGOs, embarked in 2007 on the implementation of a National Strategy and Action Plan for the reform of residential childcare. The Action Plan is due to come to an end in 2012. In the meantime the Government of Moldova is beginning a nationwide consultation with a view to developing a broader strategy for the protection of vulnerable children and families in Moldova.

A principal objective of the 2007-2012 National Strategy and Action Plan was to reduce the number of children living in residential institutions by 50% by 2012. This has largely been achieved through the interaction of several factors and actors. But more than 5,000 children continue to live in residential institutions. It is thought that an unknown number of children currently resident in institutions could be better cared for in foster care.

A recent evaluation of implementation of the National Strategy and Action Plan has drawn attention to the relatively small number of foster carers in Moldova. This Terms of Reference is for a situation assessment to illuminate the reasons for the relatively small number of foster carers, understood to be 138, and make recommendations for the further development of foster care in Moldova.

• Excellent written and spoken English
• Knowledge of Romanian and/or Russian would be an asset;
