Pact is seeking a Grants and Contracts Manager for the USAID-funded Supporting Forests and Biodiversity (SFB) project in Cambodia. This position is contingent upon award. The Manager will be responsible for day-to-day management and administration of grants to key local and regional partners. The Project’s overall goal is to improve conservation and governance of priority forest landscapes to mitigate climate change and conserve biodiversity, working at the local, provincial, and national levels to build a comprehensive outcome. This position will be primarily responsible for developing a small grants mechanism for communities and/or community-based organizations to support activities which are complementary to the sustainable management of forests and biodiversity conservation.

a) Work with Pact and Program Team to select grantees for award
b) Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified.
c) In addition to pre-award assessments, the Grants Manager will also be responsible for the
following pre-award tasks:
i. Selection of the proper award instrument
ii. Cost analysis and budget negotiations
iii. Preparation of negotiation memoranda
iv. Complete submission of award documents for approval by the Director, G&C.
a) Provide technical assistance to grantees on administrative policies and procedures for grants management.
b) Collect and maintain complete documentation of submission/transmittal of grantee reports
c) Monitor compliance award conditions by grantees.
•Demonstrated solid knowledge of USAID regulations applicable to grants administration, with strong analytical skills to successfully perform financial reviews and other forms of quantitative analyses.
•Bachelor Degree in a related business field or equivalent work experience
•At least five (5) years experience managing the award and administration of subgrants funded by USAID.
•Strong knowledge of ADS 303, OMB Circular A-110, A-122, and A-133; 22 CFR 226; and 22 CFR 228
•Strong knowledge of donor auditing requirements and demonstrated ability to exercise financial oversight of grant programs.
•Experience with environmental or natural resource management programs in Southeast Asia preferred.
•Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations
•Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs
•Strong and proven analytical, writing and oral presentation skills
•Ability and willingness to travel
•Ability to perform and prioritize multiple tasks
•Strong oral and written communication skills
•Proficiency in word processing, spreadsheets and database skills
•High proficiency in English required
