Purpose of the post
The Advisor Water and Sanitation will guide the Netherlands Red Cross’ support to sister Red Cross or Red Crescent societies in Water, Sanitation and Hygiene Promotion (WatSan/HP) activities in humanitarian and longer-term contexts. (S)he will advise and provide support to field and headquarter staff along the programme cycle of NLRC supported WatSan/HP- and integrated programmes.

Background
The NLRC is a member of the International Red Cross and Red Crescent Movement. We aim to improve the lives of vulnerable people in the Netherlands and worldwide. Within our international work, improving vulnerable people’s health and dignity through WatSan/HP is identified as a priority area and constitutes a significant part of our work. We wish to further develop our WatSan/HP-related expertise and operational capacity. Along with the provision of project-related advice, a key responsibility of this post shall be successful development of the Netherlands Red Cross (NLRC) sanitation programming. This shall include enhancing our expertise on non-conventional emergency sanitation solutions, building strategies for improving programming, and developing emergency sanitation response ’hardware’ and ‘software’.

Summary statement of main responsibilities
The Advisor will be responsible for the development and management of all aspects related to the operationalization of the NLRC’s water and sanitation policies and strategies. Specific tasks include:
Provide effective technical support to management of NLRC supported WatSan/HP programming
Keep an overview of NLRC supported WatSan/HP programming and seek to bring and maintain coherence in that programming. Provide to stakeholders programming overview
Identify and seek possibilities with donors in cooperation with operational staff and other relevant departments
Development of relevant proposals within the technical field (WatSan/HP)
Promote, guide quality and best practices in WatSan/HP sector and incorporation thereof in NLRC supported programmes.
Establish links and work towards co-ordination and co-operation between relevant stakeholders including other National Societies and the Federation, donors and other relevant non-Movement partners involved in sanitation-related activities
Management of all aspects related to the operationalization of sanitation policies and strategies:
Increase NLRC’s and RC/RC Movement’s expertise on sanitation system solutions for non-conventional emergency scenarios
Identify and ensure adequate human resource capacity to respond to non-conventional emergency sanitation scenarios
Strengthen technical surge capacity for non-conventional emergency sanitation response
To achieve the above, the Advisor shall be technically responsible for implementation of WatSan/HP elements within selected projects. It will be the responsibility of the Advisor to develop a coherent programme that adheres to relevant Movement and NLRC policies.

Other responsibilities/ duties
Be familiar with - and be able to represent - the NLRC WatSan/HP programming
Propose improvements, innovations or efficiencies that could be implemented
Where requested, NLRC technical lead in the management of WatSan/HP projects
Ensure understanding of roles, responsibilities, lateral relationships and accountabilities
Perform other work-related duties and responsibilities as may be assigned by the supervisor
To uphold the Fundamental Principles of the Red Cross / Red Crescent movement and comply with the Code of Conduct as well as ICT and anti-harassment policies
Requirements
Degree in Public Health, Water/ Sanitation, Civil Engineering or similar
At least 5 years overseas experience in working in emergency (essential) and developmental (preferred) contexts, engaging effectively with vulnerable groups
Strong knowledge in good practices and literature relevant to WatSan/HP, understanding of how this is part of a wider public health approach
Demonstrated experience of working in sanitation within an emergency context
Strong advisory, training and facilitation skills
Experience of project planning & budgeting, supervision and management, to include high standard report- and proposal writing skills and managing monitoring and evaluation systems
Fluency in Dutch and English. Working knowledge of French preferred
Good, practical computer skills (Windows, spreadsheets, word processing, e-mail, Internet)
Ready to undertake field visits, sometimes at short notice
Experience of working within the Movement (preferred)
Experience in working with the Netherlands Ministry of Foreign Affairs (preferred)
Working in consortia with Movement and/ or non-Movement partners (preferred)

Salary
The salary will be based on experience and education according to scale 12 of the Netherlands Red Cross (min euro 3.475,90 and max euro 4,638.05 gross on a fulltime bases)
