SUMMARY:

Pact is seeking an Economic and Livelihood Development Technical Advisor for the USAID-funded Supporting Forests and Biodiversity (SFB) project in Cambodia. This position is contingent upon award. The Technical Advisor will be responsible for providing lead technical direction and assistance for all economic and livelihoods development-related activities. The Project’s overall goal is to improve conservation and governance of priority forest landscapes to mitigate climate change and conserve biodiversity, working at the local, provincial, and national levels to build a comprehensive outcome.The Economic and Livelihoods team will primarily be responsible for promoting specific economic opportunities for local communities and other stakeholders which are synergistic with or complement forest conservation efforts, and that are based on sound economic principles.

RESPONSIBILITIES/JOB DESCRIPTION:

•Manage and oversee program implementation, design, and delivery for all economic and livelihoods development related activities targeted at increasing equitable economic benefits from the sustainable management of forests.

•Provide lead technical direction/technical assistance in activity planning for increasing and diversifying incomes from livelihoods activities related to sustainable forest management and biodiversity conservation, and for promoting REDD+ and payment for environmental services (PES) activities with a focus on the equitable sharing of benefits from such mechanisms (with a focus on under-represented groups such as women, youth, and indigenous people). Illustrative activities will include:

oDesigning and implementing REDD+ activities linked to carbon markets or international pay-for performance REDD+ funds;

oEvaluating emerging markets for NTFPs, eco-tourism and agroforestry, strengthening value chain connections with the private sector, and training community members to understand the requirements for participation in those markets;

oStrengthening women and youth roles in NTFP harvest, production and marketing; and

oProviding training to increase the sustainability and efficiency of NTFP harvest or agroforestry production, or to add value to existing products to increase profits.

•Manage a staff of program officers, building the team, including training and capacity development.

•Participate in program monitoring, evaluating, and periodic reporting in the related technical sector;

•Serve as a Pact liaison to USAID and partners in the field, including government officials and community leaders.

•Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for the sector activities;

•Perform other duties as assigned;

•Perform all work safely and maintain a safe working environment.

ADDITIONAL QUALIFICATIONS**:

•Demonstrated experience in business development and sustainable economic development, preferably with a background in forest-related products and/or eco-tourism value chain development

•Advanced degree in international development or relevant area

•Minimum 6 years of experience providing technical expertise to economic and livelihoods development projects, preferably in South East Asia

•Prior experience in a high-level position under a donor-funded program

•A strong team player with excellent interpersonal skills and the ability to work in a high-profile, fast-paced environment

•Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations

•Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs

•Strong and proven analytical, writing and oral presentation skills

•Ability and willingness to travel

•Ability to perform and prioritize multiple tasks

•Strong oral and written communication skills

•Proficiency in word processing, spreadsheets and database skills

•Fluency in English required

•Knowledge of Khmer language preferred
