Position Title: Deputy Director of Education
Position Grade: G-12
Reports To: Director of Education, IDEP
Location: Washington, D.C.

Job Purpose: This is a senior level position that requires excellent management, supervisory, and cross cultural skills as well as an in-depth knowledge of both qualitative and quantitative approaches to monitoring and evaluation. The Deputy Director must be able to oversee the daily management of multiple contracts/grants, hire, train, and supervise program staff, and serve as the primary liaison with government officials and US education organizations. The Deputy Director will be responsible for providing oversight and assistance in the development and implementation of the unit’s monitoring and evaluation plans as well as conducting program-based research within the portfolio. The Deputy Director may also serve as the primary liaison for responses to business development opportunities.

Key Responsibilities:
 Design and implement monitoring and evaluation activities across the Education portfolio
 Oversee and coordinate the initial response of the Education unit to selected RFAs, RFPs, and appropriate APSs
 Lead/Assist the unit in the design and proposal development process for new projects, (this could include field assessment/design missions, proposal writing, proposal review, or proposal process coordination, and coordination with local and international NGOs and partners during program design process)
 Supervise selected program officers within the Education unit
 Lead in the formation of new strategic alliances with implementing partners and other stakeholders to advance program development for WL
 Train selected IDEP staff in monitoring and evaluation activities
 In close coordination with the Director of Education, lead in the development and implementation of strategic plans for the Education unit
 Create appropriate budgets and track overall grants and contracts portfolio within the unit.
 Travel (up to 25% time) to developing countries to develop monitoring and evaluation plans, oversee implementation, develop technical content, recruit staff, identify partners, and any other required duties
 Represent WL to funding organizations and NGO communities in the US and overseas, as needed
 Serve as Acting Director for Education during the Director’s absence
 Manage others projects as assigned


Required Qualifications:
 PhD in a field relevant to development education or schedule for PhD completion within one year of start date
 Outstanding writing skills (in English) and analytical capacity
 Proven successful experience in designing and implementing qualitative and quantitative research methodologies for international activities
 Exceptionally strong leadership and teamwork skills, especially when working in high-stress situations and in multi-disciplinary and multi-cultural teams
 Good time-management skills, especially when facing tight deadlines
 Experience with U.S. Government procurement policies, procedures and mechanisms (such as Indefinite Quantity Contracts, Cooperative Agreements, etc.) for international development activities
 Familiarity with the international development community
 Minimum of five to ten years of relevant professional experience
 Supervisory experience preferred
