Description

The Institute for Sustainable Communities (ISC) is looking for Deputy Chief of Party candidates to support the development and implementation of a USAID funded climate adaptation and mitigation project in Vietnam. The purpose of the project is to accelerate Vietnam’s transition to climate resilient, low emissions development through investments in reducing net emissions from forests, and enhancing resiliency of people, places, and livelihoods in the delta regions to short and long-term climate impacts. The successful candidate will assist the Chief of Party in overseeing all components of the program, including work with local NGOs and government officials on national and local levels. Assist the COP with meeting reporting requirements and managing agreements. The DCOP will also serve as Acting Chief of Party when the Chief of Party is unavailable. We are especially interested in candidates who have achieved positive program impacts and have demonstrated creative and adaptive program management in challenging environments.

Ideal candidates will have senior-level management experience in Southeast Asia, particularly Vietnam, related to climate adaptation, forests, low-carbon growth, or disaster risk reduction. ISC seeks candidates with a proven track record of supporting the design, implementation, and direction of international programs that present innovative approaches to problem solving.

Qualifications:
• Required: A minimum of 10 years professional experience in leading and managing international development programs or projects, with at least 5 years experience managing programs in forestry and/or adaptation.
• Required: At least a Master’s level degree in international development, forestry, agriculture, fisheries, economics, or other field of study related to climate adaptation or disaster risk reduction Preferred: Ph.D.-level degree in one of these fields.
• Required: Extensive senior level professional program management experience in the areas of policy reform, government engagement, and technical analyses.
• Required: Proven high level of expertise in one or more of the following technical areas of climate change: adaptation, fisheries, agriculture, disaster risk reduction, coastal management.
• Required: Strong interpersonal and communication skills in English, sound project management experience, and experience working with government institutions, NGOs, private sector, and local communities.
