The overall objective of the programme of which this contract will be to promote an equitable access to justice and its efficient enforcement for all citizens in general and poor and disadvantaged people, including women, children, minorities, indigenous peoples, and human rights and social activists, in particular.

The purpose of this contract is to provide technical assistance services to the executing authority and other beneficiaries of the programme with the objective to help them achieve the following specific objectives:

•To increase the accessibility of the civil and criminal justice systems to the poor and disadvantaged by empowering claim-holders to seek and achieve remedies through enhanced legal awareness and assistance and by capacitating duty-bearers to provide these remedies through a more responsive administration of formal and informal justice.
•To improve the ability of the criminal justice system to address the issue of impunity of major human rights violations by strengthening law enforcement, prosecution and judiciary capacities for the prevention, investigation, prosecution, and adjudication of the crimes of ELKs and Enforced Disappearances (EDs).
•To enhance the accountability of the justice system stakeholders by reinforcing and coordinating internal and external bodies and mechanisms in charge of the monitoring and oversight of the justice system in relation to access to justice and the prevention and repression of ELKs and EDs.
To succeed in this role, you will have demonstrated:

•A master's degree in law or social sciences, or equivalent;
•An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage;
•Organisational, communication, mobilisation and change management skills; and
•Ability to develop solid partnerships with high level officials in order to achieve project results.

General professional experience

•A minimum of ten (10) years professional experience, with at least six (6) years experience in external cooperation in at least two (2) developing countries; and
•At least five (5) years experience in project management and implementation.

Specific professional experience

•At least three (3) years experience of working in external cooperation programmes in fields related to criminal justice such as criminal investigation, prosecution, and adjudication of criminal cases.
•Experience in criminal cases related to human rights violations involving agents of state authorities;
•Knowledge of the Philippines justice system would be an added advantage; and
• Experience in managing EU-funded projects and knowledge of EU procedures would be an added advantage.
•The expert is expected to work in the beneficiary country 100% of the working days stated.
Foreseen commencement date: October 2012

Project duration: 45 months

No. of working days: At least 770 working days of effective service over the period of performance of 45 months

Location: Manila, The Philippines

Please note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission.
