Background:

* Please note that this is an extra-budgetary position. The initial contract will be for six (6) months, with the possibility of extension subject to availability of funding.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, the rule of law and advancing the rights of Roma and Sinti.

The OSCE/ODIHR Contact Point for Roma and Sinti Issues (CPRSI) has been established by the OSCE participating States in 1994 to act as a clearing house and sharing good policies and experiences in improving the situation of Roma and Sinti. The core activities of the CPRSI are guided by the 2003 OSCE Action Plan on Roma and Sinti and the three subsequent Ministerial Council Decisions focusing on the overall improvement of the situation of Roma and Sinti. Its core functions are to assist the OSCE participating States in policy development and implementation, to monitor and report about progress and challenges in this area and to build capacity of national authorities and the Roma and Sinti civil society.

The CPRSI manages several extra-budgetary projects, which require a team of designated project staff to plan and implement project activities. The incumbent will be engaged in the planning and implementation of the project Roma Inclusion on Ukraine – Assisting Ukrainian authorities and Roma civil society to shape and implement Roma integration policies and respond to the challenges of Roma in Ukraine.

In line with its mandate, the CPRSI carried out a field assessment visit to Ukraine in 2014 and published its findings in the OSCE/ODIHR "Situation Assessment Report on Roma in Ukraine and the Impact of Current Crisis". Building on the key conclusions of the field visit, ODIHR embarked on an extra-budgetary project to promote Roma inclusion in Ukraine within a two-year framework. The project aims to strengthen capacities for Roma integration among national, regional and local authorities and Roma civil society in Ukraine. Upon availability of extra-budgetary funds, a selected number of activities will be implemented to strengthen capacities for Roma integration among national, regional and local authorities and Roma civil society in Ukraine, with a focus on addressing civil registration issues, access to quality education and housing and improving the relations between law enforcement and Roma while accounting for a gender mainstreaming approach.


Tasks and Responsibilities:

The main responsibility of the Assistant Programme Officer, CPRSI, is in supporting the implementation of activities under the project. The incumbent will report to the Senior Adviser on Roma and Sinti Issues/Chief of the CPRSI and be placed within the Office for Democratic Institutions and Human Rights and support the co-ordination of the project activities and liaison key stakeholders within the central and regional authorities as well as Roma civil society in Ukraine in close collaboration with members of the project team, other staff of ODIHR departments, OSCE institutions and field operations.

Under the direct supervision of the Senior Adviser on Roma and Sinti Issues/Chief of the CPRSI, the Assistant Programme Officer, CPRSI, performs the following functions:
- Facilitating implementation of project components as per the assigned project work plan, in particular in to strengthen capacities for Roma integration among national, regional and local authorities and Roma civil society in Ukraine, with a focus on addressing civil registration issues, access to quality education and housing and improving the relations between law enforcement and Roma while accounting for a gender mainstreaming approach;
- Collecting information and data and conducting research about the situation of Roma in Ukraine, identifying emerging challenges and trends affecting Roma communities and the enjoyment of their human rights in different regions of Ukraine;
- Co-ordinating and liaising with national and local authorities, international organizations, Roma and non-Roma civil society, implementing partners, national experts and other stakeholders as per project-defined needs;
- Performing other duties as required.

Necessary Qualifications:

- First-level university degree in law, political science, sociology or social science, public administration, international relations or other related field;
- A minimum of two years of working experience, some of which gained at the international level, in human rights, public policy, Roma and Sinti issues or a related field; some experience working with State authorities and civil society;
- Solid understanding of the complexities of Ukraine's transition processes, of key challenges affecting the situation of Roma in Ukraine, human and minority rights, particularly involving Roma or other vulnerable groups;
- Excellent research, analysis and drafting skills;
- Previous experience in project management and monitoring, particularly with donor-funded projects;
- Demonstrated experience in organizing conferences and events, particularly of a capacity building nature and related to human and minority rights, particularly involving Roma and Sinti or other vulnerable groups;
- Computer literate with practical experience in Microsoft applications;
- Excellent oral and written communication skills in English and Russian language;
- Ukrainian and/or Romani language skills would be an asset.


Remuneration Package:

Monthly remuneration is approximately EUR 3,000 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are made at step 1 of the applicable OSCE salary scale.
