OBJECTIVES OF THE PROGRAMME :
The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, supporting universal health coverage. Its work encompasses the following areas: strengthening of health systems governance for social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.
Description of duties:
Under the general and technical supervision of the Unit Chief, Human Resources for Health, Bioethics and Research (HSS/HR) and direct supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Provide technical advice and coordinate the implementation of the Virtual Campus of Public Health (VCPH), including the technological development, day-to-day operation, monitoring and evaluation;
b) Provide technical cooperation at the regional level to develop innovative educational programs and strategies related to in-service and e-learning processes in public health;
c) Promote and coordinate technical cooperation to Member States in the development of effective continuous learning policies, plans and interventions to achieve national health objectives, strengthen health systems based on Primary Health Care, expand coverage and contribute to the integration of health services;
d) Advise on the development of open educational materials, learning networks and competency-delivery systems that promote and facilitate the sharing of learning resources, the coordination of national health authorities, health services and education institutions and the scaling-up of learning interventions through the use of the new Information and Communication Technologies;
e) Contribute to improving the capacity of education institutions in health to generate, offer and evaluate high quality, dynamic and accessible learning programs aimed at the public health workforce and designed to change existing practices in-accordance with health system policies;
f) Coordinate the development of regional policies, guidelines and strategies for in-service training and distance education in conjunction with sub regional advisers and country personnel;
g) Coordinate the technical working group of the Virtual Campus of Public Health and supervise the educational programs and proposals submitted to the Campus by the educational institutions of the Region and the Organization;
h) Provide technical orientation for educational projects and strategies identified and prioritized by other Organization's Departments and Country Offices; evaluate progress, make recommendations and assist with useful and strategic information and expertise;
i) Promote and support research capacity in the fields of in-service training and distance learning with emphasis in evaluation of training, competency based programs and distance education programs based on the information and communication technologies available;
j) Assist in promoting the mobilization of national resources and international support for distance education programs and for the Virtual Campus of Public Health through the identification of international and sub regional agencies, professional organizations and institutions interested in promoting health educational programs and training through the use of information and communication technologies;
k) Facilitate, through the promotion and preparation of collaborative projects, the capacity building for the implementation of distance education processes in the education and health ministries, related agencies and institutions; provide technical support and advice in the establishment of parameters for the accreditation of distance education programs;
l) Provide technical support and orientation in the implementation of educational activities included in the strategies and actions of the Program such as planning, regulation and management of human resources, international health, research and professional and technical education;
m) Provide advice and technical orientation of personnel in country based on educational projects and within the human resources team, in particular the development of CVSP Portal and WEB 2.0 tools; lead the development and renewal of the web page of the Virtual Campus of Public Health and its regional architecture and inter-operability at the sub-regional, national and institutional levels;
n) Contribute to strengthen the application of sounded educational theories, strategies and methods at public health schools and other health disciplines in the Region to improve the e-learning processes and practices;
o) Systematize and manage knowledge and information on health education through information dissemination systems, the support and supervision of learning tools in Virtual Campus and other means of electronic networking;
p) Participate in program management activities through programming of the Biennial Work Plan (BWP) and annual work plans, including the analysis and evaluation of the technical cooperation;
q) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
r) Perform other related duties, as assigned.
A university degree in one of the health, social, or management sciences and a master's degree in public health, health systems/services administration or education sciences from a recognized university.

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Demonstrated advanced ability in the use and development of e-learning platforms in the field of education in health sciences. Familiarity with content management systems and other Web 2.0 programs for the development of learning networks.
Nine years of combined national and international experience in areas related to health system development, human resources, planning and policies; development of systems and strategies to improve the competencies of health personnel and the strengthening of related institutional capacities, including intersectorial approaches and the operation of learning networks with virtual technologies.
Very good knowledge of Spanish or English with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
